As per the Law of Ukraine “About Use of Nuclear Energy and Radiation Safety” population residing in the vicinity to nuclear facilities has a right to social and economic reimbursement for the risk against their activities, including the following:
  • Use some funds invested into the construction of nuclear facilities for the construction of social facilities;
  • Create and maintain operable special social infrastructure including protection facilities used during accidents, provide  stable iodine drugs;
  • Benefits for the electricity consumed at the rate established as per the Law of Ukraine “About Electricity” for the population residing in NPP 30-kilometers area. 

According to the Law of Ukraine “About Electricity” rate for the population residing in NPP 30-kilometers area amounts to 70% of actual rates for appropriate group of population.  

Activities related to social and economic reimbursement for the risk to population residing in the surveillance area are funded from the special fund of the National Budget of Ukraine on account of contributions for social and economic reimbursement for the risk to population residing in the surveillance area.   

Utilities (operators) of nuclear facilities as well as enterprises ordering construction of such facilities (objects) are the payers of contributions allotted to social and economic reimbursement for the risk to population residing in the surveillance area.

Utilities (operators) of nuclear facilities pay contributions allotted to social and economic reimbursement for the risk to population residing in the surveillance area in the amount of:


One percent of sales of electricity generated by nuclear power plants of Ukraine over related period (ex. VAT).

Amount of contributions paid by the Utility (operator) to social and economic reimbursement for the risk to population residing in the surveillance area are booked in establishing electricity rate.   

Amount of contributions paid to social and economic reimbursement for the risk to population residing in the surveillance area during the construction of nuclear facilities is established by the Cabinet of Ministers of Ukraine for each facility separately based on the proposals of local governments and local executive bodies and as agreed with the construction ordering party. These funds are booked in the budget for the construction of new facilities. Transfer is made in proportion to the assimilated capital investments.

Funds from social and economic reimbursement for the risk to population residing in the surveillance area are allotted as subvention from specific fund of National Budget of Ukraine to specific budget funds of regional, district, and local councils of monofunctional satellite towns attached to nuclear facilities and uranium ore mining and processing plants the territories of which fall under the relevant surveillance areas of the tax payers; the funds are allocated as follows:

Regional budgets - 30 percent;
Budgets of the districts and towns of regional subordination in the surveillance area (except for monofunctional satellite towns attached to nuclear facilities and uranium ore mining and processing plants) - 55 percent;
Budgets of monofunctional satellite towns attached to nuclear facilities and uranium ore mining and processing plants  - 15 percent.

The funds among specific budget funds of regional, district, and local councils of towns of regional subordination are distributed with due account of specific density of population residing in the surveillance areas of relevant administrative territorial units, and in proportion to the amount of marketable output of the licensee enterprises located at relevant territories based on the procedure established by the Cabinet of Ministers of Ukraine.  

Quarterly, regional, district, and local councils report to the public about application of funds allotted to the social and economic reimbursement for the risk from specific funds of related local budgets through publishing reports in periodicals of local governments.
