Information about the Implementation Status of KhNPP-3&4 Investment Project

1.    Project Implementation Status:

•    On 14.02.2017, the meeting of Nuclear and Energy Sector of the Scientific and Technical Committee, Ministry of Energy and Coal Industry (MECI) was held to review the updated Feasibility Study for construction of KhNPP 3&4. According to the review results, it was decided to approve the Feasibility Study by MECI Scientific and Technical Committee.  
•    On 29.05.2017, Ukrainian Expertise Authority “Ukrderzhbudexpertiza” received a positive conclusion of the expert review for the Feasibility Study for construction of KhNPP 3&4.
•    Within the framework of ESPOO Convention and in order to inform neighboring countries, the Ministry of Ecology and Natural Resources of Ukraine conducts the Environmental Impact Assessment in a Transboundary Context. Qualified answers were sent to the Republic of Belarus, Poland, Austria, and Slovakia to respond their inquiries. Relevant information was put on the website of SE NNEGC Energoatom for the purpose of public access to the updated Feasibility Study for construction of KhNPP 3&4.
•    In September, the “Plan of Measures for Public Consultations on Construction of KhNPP 3&4” was developed and approved by the President of NNEGC Energoatom.
•    The Ministry of Energy and Coal Industry provided answers to central executive authorities regarding the review of the CMU draft resolution “About Approval of the Feasibility Study for Construction of KhNPP 3&4” by letter dated 01.12.2017 ref. № 33.4-VYH/727-17. 
•    The Ministry of Justice reviewed documents related to the Draft Resolution and provided expert conclusions to the Ministry of Energy and Coal Industry by letter dated 13.02.2018 ref. № 21/8.1.5.in-18.
•    On 14.02.2018, a joint meeting was held chaired by G. Karp and attended by representatives of NNEGC Energoatom, MECI, NKREKP (National Commission for State Regulation of Energy and Public Utilities), Ministry of Finance, and Ministry of Ecology.    
•    Draft resolution and explanatory note were finalized by SE NNEGC Energoatom in accordance with the minutes of the joint meeting, and were sent to the Ministry of Energy and Coal Industry by letter ref. № 2899/46 dated 28.02.2018 to organize the approval by the Ministry of Ecology and NKREKP.
•    At the request of the Ministry of Ecology and Natural Resources ref. №5/3-10/2048-18 dated 26.02.2018, SE NNEGC Energoatom provided EIA materials and established the time period for conducting public hearings and expert consultations in Belarus, Poland, and Austria on KhNPP 3&4 construction.
•    By letter dated 15.03.2018 ref. №33.4-VYH/137-18, the Ministry of Energy and Coal Industry sent comments issued by Law Department, which were urgently processed by SE NNEGC Energoatom. Then Energoatom prepared qualified answers and sent them back to the Ministry of Energy and Coal Industry by letter dated 19.03.2018 ref. №3719/46 together with required supporting documents.
•    On 13.04.2018, the Ministry of Energy and Coal Industry hosted a meeting attended by representatives of Ministry of Energy and Coal Industry, NNEGC Energoatom, and JSC KIEP and chaired by G. Karp, the First Deputy of the Minister of Energy and Coal Industry. During the meeting, comments to the draft resolution provided by MECI Law Department were discussed, and it was decided to send the draft resolution for approval to the Ministry of Ecology and NKREKP; and after their approval is received – to the Cabinet of Ministers of Ukraine.    
•    By letter dated 16.04.2018 ref. №02/33-3015, the Ministry of Energy and Coal Industry sent the draft resolution and required documentation to the Ministry of Ecology, Ministry of Finance, and NKREKP for approval. Ministry of Finance and NKREKP reviewed and approved the updated draft resolution. 

2.    Upcoming Tasks:

•    Obtain CMU approval of the updated Feasibility Study;
•    Together with the Ministry of Ecology, finalize the procedure for KhNPP-3&4 Environmental Impact Assessment in a Transboundary Context and carry out EIA expert review;
•    Implement the legislative framework for KhNPP 3&4 construction by adopting a new Law of Ukraine “On Siting, Designing, and Construction of KhNPP-3&4”.

It is planned to commission KhNPP-3&4 in 2026.
